Electrician says Consumer unit change is not notifiable?

Hello everyone, an electrician I was considering to use for a CU upgrade and rewire just told me that he doesn't need to notify anyone about the work. He said he'll provide certificate and he is NAPIT registered and he changes consumer units quite frequently and have never had to notify anyone. This is contrary to everything I've heard and read. How true is this?
Are you a tradesperson and able to answer this question?

I'm sorry to say that you have been given advice which is at best unclear!
You are absolutely correct, a consumer unit upgrade is classed as notifiable work under Part P of the building regulations as is any new circuit installed in a domestic environment.
On completion the electrician should provide an electrical installation certificate including all the test results. The electrican then notifies the work online with their governing body (Napit,stroma,niceic etc). The part p governing body then notifies the work to the local council building control office and sends them and the customer a Part P certificate.....I hope that makes the process a little clearer...Matt,

Oh yes it does! If he has never notified he is making his customers liable for a fine of up to £5000 as it's up to people like yourself to ensure that they employ people who actually know what they are doing, ring NAPIT up and ask them this. I would avoid this bloke like the plague. Go online to Competant Electricians Register and see if he is on there, and while you are on there find a decent REGISTERED electrician.

Ask for his napit registration number, I would imagine that he cannot provide this.
If he was registered with Napit then I cannot see why he would not certify / notify the work. He seems very keen to keep the job off the radar.
