water seeping under concrete floor to subfloor causing rotten joists and wood

I have had to take up floorboards in my lounge due to damp. At the end of the lounge there is a concrete floor where water is seeping underneath the floorboards. I have two soakaways outside and dont know where the water is coming in from. It is especially bad in the corners. Could it be that the new retaining walls have had no weep holes inserted by cowboy builders? Someone mentioned digging a trench and inserting a perforated pipe with bilge pump. The two soakaways are filling with water also. What tradesman would i get to do this job if needed. Thank you.

Too difficult to answer as anything I said would be a guess.
I would advise getting a builder in who is familiar with doing groundworks. Most are but explain the issue and ask them to have a look and advise you on the best course of action.
Most builders will be happy to do exploratory work for a sensible price and then advise you.

Get in an expienced groundwork, in sounds you need the soak aways looking at first, then trace where the water is coming from before doing loads of digging
