Extension or Brick Porch/Conservatory 6m x 3m

We want to add a single level 6m x 3m extension onto the living room , or possibly a porch, depending on cost. We will keep the door leading onto the extension and want to use it as a dining room when we have company so don't want it to be too cold, so electrics with an electric heater would need to be factored in as well. Do we need planning permission, and what are the differences as well as the pros and cons of a bricked porch/conservatory over an extension?
