Hi
In my experience it's never a good idea to lay tiles directly on to a floor of this kind if fully removing it isn't an option then depending on the base floor I'd recommend over boarding it with at least a 6mm ply the thicker the better reducing any movement hope this helps

Hi, it sounds like a cement board of some sort. If it's used in wet rooms then yes it should be fine to tile on top of depending on thickness. Certain boards like these say no SBR priming is required prior to Tiling but as a general rule I prime everything, just adds an hour into the job but for peace of mind it's worth it. If you have any doubts upload a photo or ask a tiler to view it and give you on the spot advice.
