Shoddy job on the flue - is it safe

Hi there, A couple of months ago I had a new Baxi boiler installed. It was done by a Gas Safe registered friend and at the time I was happpy for the help. He has since not been back to 'make good' the cosmetics of the flue but I am also concerned about the actual state of the flue. It is at a slight upward angle and to the left. The cavity in the wall was sealed with a bright yellow expansion foam that is still bulging out everywhere. There are 2 round covers - one on the outside and one on the inside of the wall and they both face the wrong way - surely they should sit flush to the actual wall. I would like for this unsightly monstrosity to be fixed, but I am more worried that the flue was installed incorrectly. Does this sound like I should be concerned.
