Depth of footings for 1.3m high wall

Hi. I have a tradesman building a 1.3metre high single brick wall. The footings he has build are approx. 50mm high. Should I be concerned? Thanks William Blanchard

The minimum foundation for any wall should be approx 150mm and on firm solid sub soil. What is purpose of the wall?

Minimum concrete of 150mm dug down to solid soil and at least 2 course of brick from ground level
