Building regulation - Kitchen Extractor Fans

Hello, I need an advice on one particular building regulation. When building the extension - we had kitchen installed and a re-circulation extractor fan - we were told by the builders that we don't need ducting because this particular fan doesn't need outlet. however when we had the building inspector coming in, he said that it was compulsory to have an ducting? I am unsure now because if I have to create one and it will make a big mess and ugly looking in the kitchen. Can you advise where it says that it is compulsory? I hope you can help me out on this? Building inspector is correct unfortunately. Building regulations that came into force in April 2006 state that, extract ventilation must be fitted in kitchens built from that date. A kitchen will meet the regulations if the air is extracted externally but wont if it just recirculates air arouynd the kitchen. there are usually ways to hide or conceal ducting.
