Why can't I get my shower to run cold water?

The bath in my new flat has a bath/shower mixer tap with shower hose attached. The tap runs both hot and cold water on the bath setting but when I pull the knob to switch it to the shower setting, I can only get hot water to come through the shower head. Could anyone suggest what would be causing this? And is it a difficult issue to fix?

where does your hot water come from ? combi boiler or hot water cylinder,if hot comes from combi and cold from a tank in loft un equal pressure,if hot of combi then connect cold to incoming main.
