What are cement flakes falling down chimney to hearth after storm ?

Chimney pot undamaged but top of stack (cement) has edges broken.
Are you a tradesperson and able to answer this question?

That will be the flaunching, ( sand/ cement on top of chimney ) it probably needs renewing.
Its best done in a granite mix, Sets nice and hard.
