Wet Room on solid floor and at what stage to place waste?

I am having a ground floor extension constructed kitchen and shower room. My in-laws had a wet room installed. Now their wet room installer did not waterproof anything. The walls have plasterboard and then tiled. The floor waste was installed when they did ground works so it embedded around concrete. The floor is solid concrete and just tiled over. It's been 3 and half years they have no problems. My question is do I do same? Will I see implications in future? The shower waste do I do this at ground works stage or later? The soil pipe for wc is going in at ground works stage. I hope someone could answer my questions? P.S I am getting trades people to do this but I want to know what's the best route and see if they know what they are talking about. Thanks.
