Lower the ceiling or Raising the roof

We are planning for loft extension in our 1900s terraced house with pitch roof. However, there is not enough headroom in the loft. Some of our neighbours applied for full planning to raise the roof level and some lowered the 1st floor ceiling. Both options are feasible and done by my neighbours. I do not mind either but which is the most cost effective option? The loft space is approximately 32m2

If you can raise the roof to achieve sufficient head height then that would be my recommendation.
There are other ways in which you can achieve more head height without having to do this.
1)Hang floor joist from steel in between existing ceiling joists.2) reduce floor joist width and space closer together.3) use superquilt for roof installation allowing you to reduce roof joist and space closer together 4) fall the roof towards the front of the property.
Using all these techniques can achieve you another 200mm in head height.
Ultimately you really need to achieve 2m minimum for your loft conversion to feel like a comfortable living space.
