Outbuilding 10 meters by 5 meters

Hi, looking to build a outbuilding. Just a rectangle open plan space with a big Bifold opening on the front. What would be the most cost effective on materials and labour to get this done? I am not sure about a wooden structure, was thinking more about blocks. Open to ideas and suggestions. Thank you.

concrete blocks would be a cheaper material as for labor you would only really save on time,most trades you would expect to pay circa £200 a day plus the cost of a labourer and materials which would be subject to profit markup what you would need to look for is someone happy to do labor only which could be quite hard to find.
