Making hole to high rise outside wall

I need to make a 4inch hole to the outside wall to fit a high rise vent kit for a flat master air circulation system. It's basically to help air the place and reduce condensation. My flat is on the 12th floor. Can I make a hole from that high up and what is the safest way of doing this so I don't cause any problems to people/cars etc on the ground?

Most high rise have an internal ventilation systems. May I suggest you remove the grills from your existing system and scrape off the accumulated dust then rinse the cover and replace.
