Plywood + engineered wood flooring over joist depth

I read that the recommended minimum thickness of structural floor over joists is 18mm. What I want to know is, can the combined thickness of plywood and engineered wood flooring be suitable, or should the plywood be 18mm regardless of the thickness of the engineered wood being laid on top? Thanks in advance.

It is important to be aware that any wood flooring that is being used as a structural support in this way ie. being laid directly over joists needs to be thick enough to support the furnishings and footfall it will need to put up with, without risking damage.
Cover your joists with plywood or chipboard (minimum 18 mm) to create a stable and solid sub floor.
Thickness (under 18 mm) may be a problem when the plywood sub floor is weak or flexes when you walk on it.

your flooring should be a minimum of 18 mm if your joists are spaced out at 600mm centres you should be using 22mm flooring .
