Partially blocked toilet not making its mind up...

This problem has been ongoing for about a week now. When flushing, the water rises up higher than normal but will drain slowly. Concerned that it's a partial blockage that may get worse, we have tried plunging and numerous declogging solutions from the supermarkets. Whilst it somewhat cleared it for the first few flushes, the problem of more water backing up upon flushing remains. Thames Water came over the other day to find out of all the terrace houses, which garden had the manhole covering as another house had complained about a blockage. This leads me to think that the issue is to do with a communal pipe? However, since Thames Water's visit for the neighbour, the water in the bowel has dropped lower than normal but the flush is similar in that it rises up higher than expected before draining. Any advice will be much appreciated!

sounds like a blockage,does your wc go into a vented soil pipe?.if not or you have a durgo vent on your soil pipe and there is a blockage in communal drain this will cause a back pressure which will slow down flow out of pan and cause water to rise up,this sounds like a partial blockage some where in the system.
