Boiler / hot water heating for all electric flat with wet central heating system

I have a wet central heating system in an all electric 2 bed flat. Currently there is an electric boiler (9kW) for the water to the radiators, and a hot water tank (180L, 3 kW with a 3kW boost). There is a bath (rarely used but would like to keep it) and a mixer shower. Although the boiler is only 5 years old, it doesn't seem to be the best option for the flat (tank too big, water cold by time it reaches kitchen etc). What would be the most efficient/ cost effective options for central heating and hot water needs? Requirements: 1-2 showers / day (more when visitors) hot water to kitchen sink (washing up) hot water to bathroom basin (minimal) occasional bath wet central heating in winter Please could you advise?

There are far too many variables in your questions and carrying out any installation in a flat almost certainly has to require planning permission to start with. A visit/s and a detailed analysis is a must to initiate detailed advice/ quote.

Have you ever considered have gas put into the property. Gas central heating would be able to heat up the radiators and provide hot water to the mixer shower, bath and kitchen sink. If thats not an option maybe consider Getting a more effcient electric system put in or what about reducing the load onto the electic heating system like having an electric shower installed or you could have an instant water heater installed for the kitchen in one of the cupboards to keep the water heater itself hidden. i understand that you dont want to lose the mixer shower but could be an option to go down or certainly look at as a fall back plan.
