Shelf near shower bath leaking

Hi there, wanted some advice. Recently had a bathroom fitted and as it crosses the chimney breast the tiler put a shelf by the bath (which has a shower too). It seems this shelf is causing a leak to the ceiling below. The builder has been back, added sealant along all the grout lines. A couple of weeks later tenants reported leaking still, but a little bit less than before. The builder is coming again and asking his tiler for advice but he seems unsure. They said the shelf was at a slight angle to encourage water to pour back into the bath but it doesn't look like there is much of one. Is there any advice? Does the shelf need to be undone? Is there something we can put on top to prevent water from leaking below? Thanks very much

Hi I would remove the shelf all together if it's in a shower area. Or put it higher and replace the tilies. Check all the grout is done properly and the sealant. Regards Paul

Hi, I would remove the shelf to remove the raw plugs, vacuum the hole to clean it insert some silicone, insert new raw plugs fit back the shelf fittings. Otherwise, a deep inspection need it
