Exposed central heating pipes

We're about to move into a property (fairly old) which has central heating pipes running up next to the window and along picture rails. I've been told this is not right and needs completely replacing - is that right? They're plastic pipes and not unsightly, I'm more concerned about safety with a small child in the house. Water pips or central heating pipes should be ran along the the skirting boards or better still under the floor boards. I don't see it being a safety issue at least you can see the pipes if any problems occur.
