Raising my garden height, Possible or not?

This might be a no-go before I start a garden project so I’m looking for some advice before I start please. Bit of background My neighbour has just erected a new fence to the left hand side of my garden as I look straight out from the patio doors. Unfortunately their garden is approx. 2ft higher than my garden level so the old 6ft high fence (4ft their side) has now been replaced with a 8ft fence (6ft there side). I really don’t want to argue about the height of fence and to be honest my garden is a mess and it needs working on, so I’m going to try and make the best of the situation. Firstly I need to clad my side of the fence to make it less obtrusive and industrial and then I would like to raise the level of the garden by the two foot after the patio leading out from the back patio doors, creating a two level garden using railway sleepers as a retaining wall and steps from horizontal sleepers. My problem comes down the right hand side of the garden where my garage is situated. The garage (tandem) is made up of vertical pre pebble dashed concrete panels so as far as I’m aware have no damp proofing. My question is: can I just put 2ft of soil against the concreate walls of the garage or if not due to damp what could I do to prevent damp into the garage or do I scrap the whole idea of a two tier garden? Hi, No keep the idea you can put a retaining wall infront off your garage or sleepers just to maintain strength for the garage before placing wall or sleeper use a black membrane make sure not to put holes in it leave a gap between the garage and the wall with a channel off pea shingle to help rain water run away. Definitely go forward with the idea, a multi level garden is a great way to give you height and depth which will make you or any visitors an urge to want to explore and enjoy your garden with mini journeys around the space. Against the garage as Jack mentioned previously you’d want to have a retaining wall with a membrane to help support structure and reduce risk of dampening the garage. Hope your plans go ahead and you have the information needed to decide
