downlight fitting through the kitchen ceiling

Hi I’d like to have dimmable LED downlights installed in my kitchen. But there is no access to the kitchen ceiling from above as it is the bathroom and the floor has been tiled up. We’re having some work done in the kitchen already and the ceiling has already been opened up and haven’t been boarded yet. We had two electricians looked at the job, one suggested the ceiling should be left open for him, he can board it himself. The other one said he prefers the ceiling to be boarded, just not plastered, he can drill holes directly. My questions are: (1) Which way is the most cost effective? (2) Is there a right way of doing it? (3) Should I board the ceiling or not before the electrician start? Many thanks!
