Bad condition of upsatirs floorboards

I have an end terrace 2 bed house. Since we moved in 3 years ago, the all floorboards upstairs have deteriorated. From what I can see, most of the upstairs is about 20mm thick chipboard, and looks to have been originally one large sheet, I could be wrong. The chipboard is now giving way. I have done a couple of minor patch jobs. The problem is that I do not have the skills to do what I believe is required. Since the walls are built in the I cannot replace the boards myself. A friend said to me I have 2 options. 1) cut flat to the wall, add noggins, and lay new flooring up to the wall. 2) knock down all the walls and redo the floor and walls. Another problem is changing the board under the hot water tank. Any ideas on the job required and cost?

Definitely not knock down the walls :) Option 1 is correct.Hot water cylinder must be drain down,removed and follow option 1.Price depends on time involved.
