Paint/plaster crumbling and flaking on walls around front door. Is it damp?

A couple of years ago the walls directly adjacent to the front door started peeling/crumbling. It was only a small area of the walls and I initially just rubbed down and painted with stainblock. However, the patches of walls in question soon started to discolour, flake and bubble again. I had a plasterer come and strip back the plaster, seal with pva and then replaster. It looked fine but after a few months, the problem started to reappear. The paint is now flaking and bubbling again. Do you think this is due to damp around the door, and what is the best way to seal?

Seem's like no damp proof course installed during construction.

Sounds from your description that the problem is efflorescence . Without seeing the job I can obviously not give an accurate assessment. First thing would be to make sure that the mastic seal around the doorway is in good condition no breaks gaps etc. Then rub the paint back wipe over with sugar soap and then there is an additive available which you mix with your paint that helps to eliminate the problem.
