should the trickle vents in my double glazed windows have covers so i can shut them off

They normally have covers that clip in place.

If you want to shut them off,it kind of defeats the object doesn't it?

You are absolutely right.Trickle vents are open on the outside but you should be able to close them on the inside.
New ones required
