Electric dry towel rails with thermostats

Hi, I have an odd question... due to the position of my fuse box in the bathroom (up high), I need an electric dry towel rail (so I can use it upside down so the cable is at the top rather than the bottom (as I don't want ugly trunking going up my wall). My question is... is it only dry systems you can flip upside down and if so, can you get nice controllers for dry systems like the Dimplex FSC Towel Rail Controls (or do these only work on water/fluid/oil filled dual fuel towel rails?). Also do these work with any radiator or just dimplex ones? Or are there any good makes of electric DRY towel rails that have thermostatic controls already built in? I've searched all over the web! Will be looking for someone to fit/wire this in for me too. **UPDATE - Yes the old fan heater is wired into a box with a switch on the wall - the walls are made of poured concrete and there is no room outside the bathroom for a switch, so not sure what my options are? Obviously I would expect a 'spark' to be able to add a new box etc at the same time - but given that the walls are solid poured concrete - I'm not sure you'd be able to position a box outside the room - bathroom also has a false ceiling' - am more interested in finding out about the main details of the 'dry' electric towel rails and thermostat switches to be honest though as I would expect the fuse box to be relocated (if needed) by the qualified electrican who was doing the job. ** Thanks
