How to take off stubborn bits of old palster

I am preparing my walls for skimming and I have used a wallpaper steamer. There are layers and I've got through to some tough bits where the steamer just wont take it off or loosen it - is there anything else I could use, perhaps a solution? The ceiling is a particularly tough area. Could the white bits that won't come off be glue or pva or similar?

Are you a tradesperson and able to answer this question?

either a hammer and bolster time comsuming or if its that hard unibond allthe scraped wall and bond out to the hard stuff you cant get off and then apply 2 coats of unibond then reskim all of the wall

If you spray the tough to remove layers with a mixture of fabric conditioner and hot water this should remove them without causing too much damage.
