Do air bricks actually work?

I have a major issue with damp in my bedroom. The outside wall and ceiling started going mouldy last yr so i cleaned it with mould remover and glossed the whole wall, 1 yr on and its back with avengence! Every morning the window is full of condensation so i bought a window vac to remove the moisture, we have an air vent thats boxed to outside but im wondering if it could be this thats causing the problem? Everytime i put my hand infront of it you feel cold air blowing in not warm damp air escaping.

mould isn't caused by damp its poor air circulation in the house. try using a dehumidifier or opening the windows on the property more often. if you get the dehumidifier check the quantity of water it produces in 1 night. a recently plastered room needs the water emptying between 2 to 5 times in a 8 hour period. a normal room should only 1/4 fill the tub on the right conditions

Air bricks but need to draw air too, widow vents would facilitate this. as Woody said, just poor air circulation and doing things like drying wet clothes inside etc.
