Fitting a concreat floor in basement over DPM and insulation what trade would fit 58sqm by 65mm

looking for solutions B/C said basement needed insulating. originaly saying we had to did up existing floor DPM reconcreat insulate and them 65mm screed. Looking to do as cheaply as pos without loosing to much headroom. we complaned about old foundations might not take the drilling and this was accepted. Basement had Just been tanked. Can you have a floating floor without batons? Can you ashphalt over foil backed insulation?

You need to comply with BC with regards to your CONCRETE floor issues; no cheap solutions.......
