Drain Doctor replaced gully 6" below patio level. Is this normal?

I made the mistake of getting the cowboys at Drain Doctor to fit a new drain gully. Despite the engineer assuring everything would be put back as it was and look like it hasn't been touched this hasn't happened. I came home and found the paving slab still up and the top of the drain about 6 inches below the level of the patio surrounded by loose soil that runs down onto the drain when it rains. I have chased them 4 times and they said the job has been marked as complete 2 weeks ago. It's looking like they have no intention of coming back and are chasing me for £570. I think I have been had here. Surely the top of the drain should be at ground level (or just below) and the surrounding area should be cemented. I've threatened with getting someone else to come back and do the job properly and then have the cost taken off the bill. They said they would ring me back to arrange re-visit but they never did. I can probably do the cementing myself & refit the flagstones but I'm concerned the drain has been fitted too low and will just block up again. Any advice on this or should I just cover up the loose soil with cement directing it towards the drain? How much would it approximately cost to refit flagstone and cement around the drain head / gully?
