Best Paint finish?

Is it best to use Vinyl Matt for finishing coat ceilings and walls over Matt emulsion . ? If both Matt , is vinyl Matt nevertheless more sheen. ?

Both will be a Matt finish the only difference being vinyl Matt leaves a wet edge for longer so it produces a more even finish after rolling

If your painting a bathroom ceiling i'd recommend using dulux diamond matt its much more durable i'd even recommend this all around the house as much more durable than ordinary vinyl matt.

Vinyl based paints are higher quality than regular 'diy' type paints. Latex based paints are even higher quality and in my opinion, the best to work with, but the price reflects this. A good quality Vinyl matt paint is what is sufficient for most jobs.
