can i have a cover fitted to an external vent?

I recently had a fire fitted to my living room. Due to regulations i had to have a hole drilled through my external wall and a vent fitted. When the weather is windy and raining water comes through the vent when it's not there is just a terrible draught making the room cold. My question is, although i perfectly understand the reasons behind the vent being fitted, is it possible to have some sort of cover fitted to reduce the wind and rain coming through whilst still serving its purpose?
