how come damp proofing isn't working

i found the source of the damp. There is rain water getting in through the wall - I took the skirting board off and found wet - as it is plastered can't see where it is coming from - but it is only a small part which is wet. It is floor level and as I say behing the skirking boarad - middle/top. Shouldn't my new DP stop this? As I say when it rains heavily or I paint that way, it bubbles a few inches above the skirting board. Would this be covered in my DP warranty? Thanks Lydia

Do someting to prevent water getting through the wall. Find the problem and fix it. Painting is last thing you have to do.

Before you gane use the damp proof paint you need to follow this steps: 1 stop the leaks
2 make sure the wall is completely dry
3 check the plaster to see if is coming out from the wall if yes repair the area with some redy mix filer for finishing walls
5 DP paint is to prevent end cover the mold areas maybe is beater to use stain paint end after this the wall paint

your damp proof course hasn't failed it was just the wrong diagnoses it was most likely installed to prevent rising damp you have penetrating damp , most likely caused by an external factor , i.e. ground level to high,dripping gutter, poorly sealed window, gutter felt eroded allowing water into the brickwork find the cause correct it and your dampness will disappear.
