Is 400mm of foundation enough?

Hi, I have subsidence effecting my garage, the insurance company are saying the garage structure need completly rebuilding. During their survey they found the foundation below the garage was only 400mm. They are now saying it possible to rebuild the garage on top of the exisitng 400mm of foundation. I'm thinking of getting an independant structural report done, does anybdy know if they can do this?
Are you a tradesperson and able to answer this question?

Im not a structural engineer but if i had to build on this,i wouldnt guarantee it for 5 minutes.

Yes get a structural engineer, your surveyor said theres only 400mm of foundation, then saying its ok, its obviously not ok or you wouldnt have subsidence.
In my opinion its not deep enough.

I agree with the two above comments. Building a garage on 400mm of footing is not recommended. You have to bear in mind that building control will only let you build a single storey extension on a minimum of 1m deep footings and there isnt much difference between the construction of the two!!
I personally wouldnt be happy building a 1.8m high wall on 400mm footings, let alone a garage but thats my opinion.
