Garage conversion- planning or permitted development required?

We have a detached garage which we are hopefully converting and attaching to side of our house via a metre wide connection.. council are being slow coming back to me and I need to know if this falls under permitted development or if planning will be needed?
Are you a tradesperson and able to answer this question?

I am currently do a project the same as this. my client has a double detached garage and we are joining this to the house to make it a habitable room. They needed full plans for there's, which took the council 8 weeks to approve.
