50cm high retaining wall for off street parking - differing advice

My house sits a little lower than the road and we are putting in a off street car parking spot. We need retaining walls on the side and back - the rear wall is 50cm at highest point. I've had two quotes - one guy said two skin brick with piers enough. Second guy said two skin with 150mm concrete fill. What is the way to go, or any other ideas?

9 inch wall with pillers but as the wall gets higher turn one course of bricks towards drive as when the sub base is laid it will hold the wall better as weight of car and drive material will hold it .

I would put some starter bars in cavity and infill with concrete. Brick piers will be ok as not a great deal of weight.
