How do I remove gloss overrunning gloss next to patio door frame?

Hi, I have stripped wallpaper from the walls around my patio door frame but some gloss like substance from the patio's surrounding skirting has overrun onto the walls when the previous owner did their DIY (the wallpaper covered this up apparently)... It is uneven and jagged. How do I remove this effectively? I would like to paint the wall but am afraid if I do not remove these bits completely, the finish will look uneven.

Are you a tradesperson and able to answer this question?

first of all i would clean the surface with a warm wet cloth, then i would sand the area down and use some filler to make the surface even if required.

Indeed, sanding away the unwanted paint is an option but if it is excessive try using a recommended paint stripper from your local decorating centre.
