Can main live cable be installed on the wall through the hallway ?

Recently a company installed new electrical wires at my council flat, however I was very surprised to see that they have installed all wiring on the wall, through the hallway in just plastic rectangular cover. In addition you can touch cable in couple places where cable is completely outside. As I was doing some drilling around that area, after cable were installed, I am a little bit worried to drill as I wouldn't even know that I've hit the cable (at least till it is too late).
Are you a tradesperson and able to answer this question?

Of course it can. As for drilling through cables, get a hand held detector thingy. So, you are worried about them being installed on the surface as well as them being buried. What else can be done with them!

Hi Mike,
This is perfectly normal way of installing on council contracts and this is perfectly safe method as the cables are contained this also makes it safer for you as you know where the cables are so you wont drill into them.
The normal procedure is not to drill or penetrate in a vertical or horizontal line from and electrical points eg sockets, switches, fused spurs etc. If you stay out of these lines you should be safe especially if your house has been recently rewired.
