Cold water running slow in bathroom elsewhere ok

The water in my bathroom cold taps both bath and sink has suddenly gone from full flow to slow and then just a drip any advice please The bathroom has not long been refitted could it be a fault of the fitter please because we have a lot of problems with his workmanship

Check the cold water storage tank in loft as it seems these 2 water outlets are tank fed. The ball cock may have partially stuck!

Fisical blockage from the cistern pipe, airlock most probably, especially if tap mixer are installed, and the hot water is supply via a pump.
