Excessive internal moisture build up on frame due to lack of internal trickle vents

Following on from my last question 34071....we have water droplets gathering on the top edge of the frame on 2 bedroom windows where only 1 room is in use. On very cold nights the droplets are along the sides of the Windows and edging trim and sometimes affect the plaster. We even have water gathering on the handles! After a few visits from the window company the MAnaging Director has said "the internal plaster of the property is, for some reason, double the thickness of that in most other properties on the site. For this reason the pre-drilled ventilation holes in the frame are lost above the plaster line. This can be very simply remedied by re-drilling the required holes lower on the internal face of the window and fitting a ventilation cover." The MD also said that "we could seal the original pre-drilled holes from the outside." He said that he had discussed it with building control and that they said this would be perfectly acceptable to "fit a vent below the plaster line and to seal the previously drilled holes (which remain hidden behind plaster)" as this was "not uncommon where deep plaster lines exist". He kept stressing that it was a condensation problem and that we should keep the Windows ajar. 1. Is this proposed solution accepted practice? 2. Should I take him at his word that he has contacted building control? 3. Is it possible for me to contact building control myself? I'd really appreciate any feedback. Merry Christmas!

The surveyor has surveyed the job wrong... If the plaster is thicker than the usual 15mm ish, he should have picked this up on his survey. Then either requested a larger outer frame on the heads to allow the vents to be lower or had them all put into the heads of the sashes (where possible) Lee
