Filling gap around base of external wall

We have some damp on the inside of an external wall near the front door. On the other side (exterior side) of the wall, there is a 3 inch gap in the ground around the base of the wall which appears to be filled with sand. I think this is where some of the damp is getting in to the house. I am thinking of filling this with concrete, but have read that this will stop the area of wall from 'breathing' and letting moisture out. In which case what do I fill this gap with?

Whatever you do don't fill the gap with concrete that is the worst thing you can do and will make the damp problem even worse, your best bet is to dig a trench about a foot deep where the damp is coming in and fill with pea shingle, this will let it breath and dry out, it's called a french drain. The soil or sand is acting like a wick and letting damp penetrate through your wall above the damp proof course.
