Constant running toilet and not filling up.

I have a feeling these are 2 separate problems. The first problem is that when the tank is full, there is a constant leak of water from the tank into the toilet bowl. The second problem is that even when the tank has completely leaked out so that no more water is leaking from the tank to the bowl it won't fill up, I have to fill it up manually if I want to flush the toilet.

Are you a tradesperson and able to answer this question?

Its difficult to say without seeing the cistern. But it sounds like one of the following: your fill valve is faulty or badly set or the float is becoming jammed. To be certain we would need know which is fitted.
