New Air vents making walls wet

I live in a victoriana end terrace and have problems with black mould in dining room which adjoins kitchen and small conservatory. As well as having an extractor fitted over the cooker a builder suggested I install air bricks in both recesses, either side of chimney breast. He knocked holes through from outside and fitted terracotta air bricks on the outside and in, directly opposite each other, which meant that cold Air just blew right through. I then fitted plastic adjustable screens on the inside. (He installed the airbrick's directly over plug sockets ) now when it is cold outside the plastic vents are that wet that they are dripping water that is running down the wall! Last night it rained heavily and one recess was literally soaking wet. Do I need to block them up again as they have made the problem worse??

Theres a few things you have to check before you do anything. 1, is the outside airbrick the rightway up, vents facing down. 2, is the airbrick above dampcorse, or below it, or anywhere close to ground level. 3, are the terracotta tubes touching each other. Any of these may cause this damp problem, but having not seen it, its hard to say. Regards Shaun
