How to tell if there is paper underneath

Hello, I've just started re-decorating and i'm unsure if the previous owner has decorated over wallpaper or lining paper. I was painting the other day and when it was dry I went back to have a look and one area had cracks. On further inspection the paint peeled away to leave what looked like bare plaster although not sure if what peeled away was layers of painted paper or a skim coat of plaster falling off. How would you tell whether its is paper or plaster under the paint?

Are you a tradesperson and able to answer this question?

Hard to say apart from looking for the joint between strips of paper. (if it is papered) Have a good look all over the walls in question. The part where you have bare plaster, the part around edges rub with sandpaper (if it fluffs up I'd say it's paper) Best I can do, hope it helps.

if is paper and look properly can see the joints or near windows, corners is easy to see. anyway from what you say i dont think the problem is paper. i think who painted before apply paint direct to new plaster without to use a mist coat and that way paint is falling of.
