Damp Proofing

Damp in 1 wall of upstairs bedroom

Bedroom has been recently plastered and the outside wall has been recently papered. After about 5 weeks the paper peeled off and revealed a tide mark above the skirting board about a foot high above the skirt. There is mould spots on the top of the skirt but not the wall. The cupboard in front of the wall was covered in mould at the back. There is a flat roof next to the room on 1 side and a small bathroom on the otherside of the room (just a toilet and sink). The flat roof has just been redone. Any thoughts as to a solution please? - where should I look? Basher
