Boiler only comes on after hot water is turned on

Would appreciate some advise. Worcester combi boiler 350 comes on only after turning hot water tap on. Afterwards the central heating comes on. Before turning on the hot water tap everything looks / sounds fine but trying to just turn on the central heating, the flames comes on and off twice and nothing happens afterwards. What is going on?
