When should it be necessary to rewire a house?

Old house has wiring at least 30 years old pre yellow/green earth. Should this be replaced as a matter of course, prior to replastering walls. Not experiencing any electrical problems at present.

Suggest you get a full EICR done on the property that is an Electrical Installation Condition Report. This will highlight any faults and it will either pass or fail.
