1inch damp border around inside of new windows?

after a heavy rainfall we have noticed a band of damp around the hall and landing windows also around the new front door. It is like a 1inch damp border what could cause this?

It sounds to me that they haven't sealed round the frames or done a bad job at sealing regards Ben .
