Who to ask about loud upper flooring that makes windows & lights shake?

I'm not sure who to contact about this problem (builder, structural egr, floorer/joiner?) & would appreciate some advice: We've just moved into an Edwardian semi. The carpeted floor in the furthest back bedroom, which is above the kitchen, shakes when someone walks on it, especially towards the centre of the room & doesn't feel very solid. The kitchen ceiling light also wobbles & if my kids start jumping around, it sounds like the ceiling is coming down. Other areas of the house are not like this so it can't just be due to the age/type of property. Thanks

HI there it sounds like broken or collapsed floor joists. It is a sign that you don't have to neglect and needs to be repaired.
