Can you glue black PVC pipe to brown sewer pipe?

Try using abrasive on the pipe (sandpaper). If your sewer pipe is clay then I would recommend cleaning it and priming with G4. The use PU40 sealant: should cure within 24hrs, job done.

Your normal Upvc glue and activator should take care of this. Keep it neat and tidy and maybe add sealant after once glued to finish off repair nicely.
