Infrared Heating Panels get an Electrican in now or after?

We live on the First floor of a purpose built 1960s block of flats. The current ceiling is a series of 600mm x 600mm x 12mm thick panels - not sure what it's made of but it's not plasterboard. We intend to lower all the ceilings by about 15-20mm with Soundproofing plasterboard. I believe the wiring comes from above Our intended projects includes: a) Installing 'Infrared Heating panels' to the lowered ceiling preferably hard wired to the 'receiver' & power. b) Likewise want the Light Fittings be fitted directly to the lowered ceiling. c) We want to have extra sockets put in around the rooms (including Kitchen). Can these projects be done by an Electrican AFTER the ceiling has been lowered, before or both? Thank you for taking the time to read.
