tiling a wood floor

l have bought a new house and with it l paid for floor tiling in 4 bedrooms & the dining room and kitchen the latter was so badly uneven l brought the building company to take a look and he agreed that the tiling was not good but stated we cannot take it up it will pull the flooring up underneath and make a mess so he told me he would sort it out when he returned to the office and come back to me.l have tried several times to contact him without any response. l know l have gone on a bit so l will ask the question about this problem. Shouldn't floor tiles that are going on a wooden floors have plyboard down before laying the tiles like l had in my previous property as l think any tiler should know. Thanks M.Smith.
